S.O.E. Special Operations Executive ------------------------------------------------------------ WARNING This is a Special Operations Executive (SOE) interest computer system. All SOE interest computer systems and related equipment are intended for the communication, transmission, processing, and storage of official SOE or other authorized information only. Our Mandate | |||||||||||||||||
The Special Operations Executive is a newly created, civilian agency whose mandate is to investigate Charter of Rights violations against Canadian civilians by government agencies, departments, officials, stakeholders, NGO's and individuals whose responsibility it is to uphold the Canadian Charter of Rights and Freedoms. The Special Operations Executive, unlike other members of the Intelligence Community, is an independent agency and not tied to any policymaking branch of the government as other members of the community are. The SOE also provides the civilian community with intelligence and domestic counterintelligence information from their investigations. | |||||||||||||||||

The fundamental goal of the SOE is to be an outstanding national intelligence organization dedicated to serving the people of Canada with effectiveness and integrity. In achieving our vision, we recognize that rapid change will continue to characterize the world in the future. Therefore, members of the SOE at all levels must be ready and able to deal successfully with changing priorities. This requires us to be adaptable, flexible and sensitive to emerging issues. Through our practices we will pursue constant improvements in the nature and quality of intelligence operations, human resources programs and needed technologies. To this end, we will encourage continuous learning in order to be better prepared to meet evolving needs and requirements; we will build close relationships with our clients in order to fully meet our obligations to them; and we will communicate our role and attain a better understanding of the SOE. We will continue to attain a high level of performance in the fulfilment of our mandate and, thereby, help to safeguard the democratic values, peoples and institutions of Canada. This vision will only be achieved by individuals who are guided by the principles of excellence, integrity and respect for the rights of all.
